    The City of Burlington has adjusted City services for COVID-19 measures in accordance with recommendations from federal, state and local agencies.

    We realize the impact to you from these extreme measures is significant. It is our great hope that these measures will result in drastically slowing the spread of the COVID-19 crisis and less damage to the economy overall.

    Affiliated City offices remain closed or are offering select or modified until further notice except for select and modified services.

    • You may pay utility bills online at www.xpressbillpay.com or by phone at 800-720-6847
    • Use the all-hours drop box at north end of City Hall Parking lot, 833 S Spruce Street

    Library
    • Closed to the public until further notice. However, Express Holds Pickup is up and running Monday through Friday and the book drops are open.
    • Public Wi-Fi is available 24/7 and will not be password protected. Wi-Fi users can pull up in front, or on the side, of the building and remain in their car to access public library Wi-Fi. Additional Wi-Fi is available
    • Additional Wi-Fi locations available outside the following city buildings: City Hall, Parks & Recreation, Public Safety, Visitor Information Center, as well as accessible along Burlington Boulevard. Please remain in your car while accessing free Burlington Wi-Fi.

    • Building is closed to the public, but clerks are available to respond to phone call and emails.
    • In an emergency, always call 911. Burlington Patrol remains staffed and available 24/7.

    • Building is closed to all non-emergency business activities and station tours. Phone calls will be answered Monday through Friday, 8 AM to 5 PM, and in off-hours only when duty crew is in quarters/available. All voicemails will receive response within 24 hours.

    Parks & Recreation
    • City parks and trail spaces are open and accessible, however, any structured/organized activities are not allowed. Please observe social distancing along with CDC and Skagit County Public Health recommendations when using them.
    • All special events, recreation programs, field rentals and facility rentals are currently suspended, pending further evaluation.
    • For event & recreation program updates, please follow @burlingtonparksandrec on Facebook or consider signing up for Notify Me Parks & Recreation alerts. All recreation and front office staff is currently furloughed.

    Municipal Court
    • Payments can be made via phone 877-793-8935 or online at www.burlingtonwatix.com

    Community Development (Planning, Building, Fire Marshal)
    • Permits being accepted/issued by email and appointment only
    • Inspections limited to an as-needed basis; email for an appointment (access the limited staff directory link above)

    Public Works
    • Solid waste collection as usual.
