• Request for Comment - Proposed Revised Schedule of Charges, Board of Health

    On January 17, 2023 the Skagit County Board of Health approved resolution R20230012. This resolution calls for a comment period and public hearing to consider and possibly take action on a revision to the Skagit County Public Health Schedule of Charges. This proposal could affect all permit holders, licenses, and applicants for Environmental Health Services in the Retail Food, Onsite Sewage, Drinking Water, Water Recreation, and Living Environment programs.
     
    For most programs, fees were last revised in 2013. For the Food program, fees were last revised in 2019. The goal is for fees to reflect the actual costs to permit and inspect regulated establishments and facilities. Major changes are highlighted below:
    • Food establishments:
      • Increases to permit and plan review fees to better reflect actual staff time
      • Add “Commissary” fee for facilities that provide kitchen space to other businesses
      • Introduce tiered late fee for temporary food establishment applications
    • Liquid Waste (On-site Sewage Systems)
      • Moderate increases to installer, pumper, and O&M specialist certifications
      • Moderate increases to plan review and evaluation applications
      • Create separate categories for a re-design versus a renewal application
    • Drinking Water- quality & quantity:
      • Adjust base application fees to better reflect actual staff time & minimize hourly billing
    • Living Environment
      • Consolidate and reorganize some permit types and categories
      • Moderate increases to water recreation and day/youth camp permit fees
    If this proposal is adopted then licenses, permits, and applications that expire on or after April 1, 2023 would be assessed the new fee.
